You really don't need to do the mode. I went through the same thing you did and just for the heck of it I hooked it up as per the instructions.
The plane is so light and powerful that the prop wash over the rudder turned the plane no problem when needed.
It's up to you though. I know your annoyed.

I took my water rudders off because of the same problems and now I use high rudder to taxi into the wind and switch to low for takeoff then increase after your in the air, works great

I didn't like the idea of catching weeds so I did this mod from the rcgroups thread. If I'm not mistaking I think PaulGRC came out with this awesome mod.

A little about technique: taxi as slow as possible and the rudders will not raise against the rubber bands (or springs) and if there is a wind, use opposite aileron will help the turn. A mini servo on each rudder that would raise the rudder for take-off and lower for taxi (possible hooker to the throttle)

This is a common problem, and there's a simple solution.

I too found that the stock water rudder deflections, approximately 10 degrees each way, did not provide enough turning authority when taxiing in the water, especially in wind. After reviewing all the modification options on the rcgroups Beaver thread, I opted for the easiest solution.

First, the problem is that the servo horn on the bottom of the fuselage is too small. So it does not pull the fishing lines enough, which in turn does not pull the water rudder horns enough to provide adequate deflection.

The solution is to attach a wider servo horn onto the stock servo horn that is located on the bottom of the fuselage. I glued the two servo horns together using some 5-minute epoxy. Alternately, one could also use screws or zip ties. Next I used a drill to bore out the holes in the new servo horn to fit the stock hardware. Then I reattached the fishing lines and centered the water rudders to match the air rudder.

The result is that the water rudders now deflect approximately 45 degrees each way and provide plenty of turning authority in the water, even in windy conditions.

With regard to using springs instead of rubber bands to pull the water rudders, so far I have kept mine simple. I do release the rubber bands when not in use and then connect them when I fly.

With regard to modifying the water rudders so they extend behind the floats rather than into the water, or modifying them so they retract up and down, I've not found this to be necessary. However, if your flying site has lots of water debris, check the rcgroups forum for pictures by using the thread tool to search attachments. You can scroll through hundreds of pictures to find images of the rudder modification options.

The Flyzone Beaver is an excellent model, and doing the water rudder modification has made it much more enjoyable. I like to do repetitive touch-and-goes on the water. It performs beautifully and predictably. The airplane likes to have the flaps down for takeoff. Full throttle gets the plane up on step and into the air quickly. I put the flaps down for landing with very little throttle, and the plane gently glides down and lands in the water with very little stick input.

This is not meant in any way as a criticism. I just have to comment on that great picture of the orange and white Beaver with the water rudders down. I know that they are spring (or elastic) loaded to snap up when entering the water at flying speed BUT as a former float pilot (for 31 years), we pilots used to laugh and point to the hapless pilots who took off or landed with their water rudders down. It was a real no-no, perhaps because of the potential damage that high speed pressure could do to the hinges etc on landing. Of course on a full size floatplane there is a handle which you clip to a loop to pull up the water rudder. Then on landing, once at taxi speed you release the rudder to allow turns on the water. When there was a stiff wind the plane wanted to weather-vane and sometimes the water rudder wasn't big enough to counter this force and you could not stop the turning into wind. I imagine this can also happen to the model.
The only way to accomplish the operation of a water rudder (for a full-scale effect equivalent to a retractable gear) would be to use an additional servo to raise and lower it. The full scale aircraft always has a spring loaded setup similar to the one on your model in case the pilot left the rudder down and landed that way.
