Well for sure you can put epoxy over polyester resin but NOT polyester over epoxy. Make sure the fibreglass is supper clean though. One way to clean it is soak in water with a tablespoon of TSP for maybe 20 minutes and then flush with clean water and then do it again a couple of times and scrub with an old toohbrush . Not sure how it may react with the paint though ; I guess it all depends on the paint.
Zepoxy is great for repairs as it is very sandable using wet and dry sandpaper ; wet. I use it all the time even for making small glass parts.

an easy and nearly foolproof method to tell if glass work is epoxy or polyester is this: scratch or lightly sand a spot o the inside you wont see, and smell it. If it smells sweet, its polyester. Its a sickly sweet smell, hard to describe but very unique. Epoxy doesnt smell sweet. Even years old poly will smell if you scuff or scratch through the surface.

I'm certainly not a fiberglass pro but likely best to ask the people that supply the product, the polyester resin usually has a stronger odor though if it's not too old.....

If using polyester resin - after applying the fibreglass cloth and resin, cover the area with polyester cloth and let everything dry over night. Let the polyester cloth absorb the excess resin. It will simply form a second layer. After drying, it will peel off easily leaving a very smooth finish. This process should eliminate most, if not all, of the required sanding. Try it, you will be surprised how well this process works. The trick is finding some polyester cloth. I would think that stores that sell cloth (sewning centres) should have some. Cheers. . . . p.s. on sober second thought - if you are fibre glassing over an opening in your cowel this method will not work too well - works best when fibre glassing over a solid surface. . . not exactly sure of the state of the area in question

you should determine if the cowl was built with epoxy resin or polyester resin and use the same for the repair....ron
