The ONLY shipping problem I have EVER had was when Canada Customs decided to open an ebay purchase from USA, they ripped the presentation box the watch (about 30 years old) came in, decided it was worth $80, not the $20 I had paid for it, charged me $25 duty AND $5 to inspect (rip) the package.

tldr; MY only shipping problem was caused by Canada Customs
Moo, I would say you could have legal grounds if the item was a collectable that had to be sealed for the value to be there. Besides with ebay you have proof of the true value paid for an object on the web site and it cannot be altered. I would challange the assesment they did.
