Yup that works. There are other options, kind of depends on what glue was used when they were put in. Also depends on which control surface your working on. If it just stock aileron wood, I've just cut the wood of the control surface and cleaned up the hinge (I use weldbond) and install new covered ailerons.

An intricate elevator or rudder requires other options. Pics would help!
