Check your valve clearances and if under compression you hear hissing from the carb, (indicative of a broken valve spring, stuck valve or burned valve or seat). Either would mean the engine will not develop power as instead of compressing the fuel/air charge it gets ejected back out the intake.

Saitos are rather high compression, so rotating the prop by hand you should feel quite the resistance when running up to TDC on the compression stroke.
