Brushed or brushless. The answer will be different depending. If it's brushed, it's normal. If it's brushless, it's not normal.

I think brushed motors take a bit of time for the brushes to properly seat, and will arc like crazy for the first little bit. that is why they gain power once they are "broken" in.

If you have a brushless, I'm guessing a bearing issue or possibly a loose conection of some sort in the motor. I'm not 100% sure though.
