You don't get the flashing green on power up because the TM-7 and R607FS have been linked at the factory. They do however recommend you redo the linking process.

When you put the TM-7 module in F/S mode (LED blinking) then you can set the F/S AND Link the receiver - they happen at the same time. So first hold the button in on the TM-7 module - power up the Tx - make sure the throttle is in the desired location - hit the Easy link button on the Rx. You have know set F/S and re-linked the receiver.
