I bought when he did not sell it as a kit, I had to order the plans and fiberglass pieces from him, the laser cut ply & balsa from Texas and all the sticks and sheeting separately. There is no landing gear but the design is on the plans. I see he now sells the landing gear. Yes you can build it to scoop and drop water. Also gear is retractable so you can fly off ground or water. Never decided what engine to use, but two 46 would do the job.
