The specs are with standard gear ratio which is 1:1.63
Yes, you can use 2 9 cell packs in series provided they are same type and capacity of cells.
There are a few on sale here on RCC, I have a few of them as well and can sell cheap.
Speed controller should be at least 40 AMP. Got one that will do 40AMPS continuous and handle 32 cells.
