lets do what they do in all forms of motorsport... if you failed to finish a qualifier or didn't make it to one... you start in last place... if they've preregistered, there is no burden on the race director... they're already in the system and since they didn't finish a qualifier they're automatically but into the last place in the lowest main by the program... i don't see any reason to not let them race...

i don't think anyone would pay full price and not take advantage of running the qualifiers... after all that's what everyone is there for, to run they're stuff on a track...
