It's municipal bylaw, usually part of noise ordinance. In Guelph, for instance, there is a 24/7 ban on excessive noise. A sub-clause states that it is permissable to run internal combustion models between 8:00 and 20:00 or something, due to the fact that they are considered educational.

Check your local bylaw or call city hall, etc.
