I had this problem, hold it in your hand near zero pitch, with throttle hold on. Check to see if the servo twitches. Often the servo position sensor gets dirty around the hover area due to gyro frequent adjustments. You can take the plastic part of the servo off of the circuit board, underneath there are two contacts that slide on two tracks on the PCB. Use isopropyl alcohol to clean the tracks and sensor (via Q-tip). Be very careful not to bend the pickups when cleaning them. This will work for a while, however at some point new servos for the swash plate maybe necessary. You can extend the life of the servos by flying upside down as often as flying right way up...
