As has been stated, I have brought a number of model planes across, typically large ie 35% or 40 %.

Just declare the value and pay the tax, no duty - never had a problem.

Also as has been stated if the value is around $100 or less for various products I generally get waved through even if I have been in the US for half an hour or less. Truthfully they often let you through up to about 120-130, as long as it is not too much above 100. If you get up closer to 150 they feel obliged to send you in to pay the tax.

Best practice is to be honest and pay what they ask.
