Read the MAAC Safety Code. It specifies the maximum weight for a model airplane.
Transport Canada uses that as the division line between a model airplane and a UAV. Go over the line and you die from paperwork that needs to be filed for each flight, plus getting an insurance company to cover you at a reasonable rate.
There is some special regulations and procedures for the use of the overweight (over the MAX weight limits) airplanes being flown in Canada by Americans at events. Not sure if there's anything for Canadians building such aircraft in Canada.
BTW, it is MAAC's involvement with Transport Canada that resulted in us (read MAAC) being regarded as the regulating body for model airplanes and, by serving on the various Transport Canada committees and decision processes, the rules regarding UAVs versus model aircraft have been defined and set up with minimal paperwork as well as reducing paperwork for Americans flying overweight models in Canada at events (sorry about the repetition).
