With qual points, your two best qualifyers are averaged to place you in the main, and they arent averaged on time, they're averaged on your placement in that round.
SZo for example, if round one is mostly sunny, and you placed 43rd overall in that round, and round two was pouring rain and you managed to place 22nd, but your laptimes (and everyone elses) were much much slower, and lets say round three you broke and placed 73rd, you would find yourself being averaged between 43rd place and 22nd place in the mains. in the event of a multi-way tie, i THINK (not sure on this) they then go to the time??? someone help me on that point please.
So heres the benefit of qual points over rocket rounds - consistant high placement pays off, and weather, track and lighting conditions are less of a factor, as your result is based on your position in that particular round, not your time around the track. as we all know, the lap times can change dramatically with track condition (rutting, blowing out, rain) and can also change with lighting conditions.
Heres an example of lighting conditions - poorly lit tracks will almost always generate slower lap times. So lets say a complete round is run under the lights. if it were a rocket round, why even bother running the round if your lap times will be slower (same thing goes for rain, actually) ? you can just forget that round, wrench and grab some sleep. If it were qual points, though, you might stand a batter chance of placing higher in your round than a previous round, and therfore the incentive is to get out there and race and do well.
