I live in Waterton National Park and have run across the same thing. I was flying my glider last week when I was approached by a Park Warden and told that I was flying against Park Regulations. I looked up the park regulation and applied for superintedent exemption and was denied.

Footsy is correct on how Parks Canada's interpretation of aircraft and how it is being applied to the regulations. It never ceases to amaze me how ---- Parks Canada can be.
