The 2 stroke 4 stroke debate has been going for a long time. Heres the easiest way to look at it.
A 2 stroke can only take in so much air and compress it. When the fresh air comes in some is lost out the exhaust and some exhaust remains. No matter what you do there will always be less oxygen and therefore less power for a same size motor. However 2 strokes bang twice for every 1 bang from a 4 stroke. So in older times... when the machining, and technology was not there it was easy to make power with a 2 stroke, It also was way easier to make the engine.
Now 4 strokes dominae the racing scene. Bikes, ATV's and sleds they all are rapidly going to 4 strokes. For example the BEST 600cc 2 stoke rotax engines make about 126-130 hp on a good set of pipes. a 600cc production engine makes about 130 hp also.
So horsepower is the same roughly, but its when you go to the next level 4 strokes have the adcantage. A big bore kit with alcohol fuel is about all you can do reliably on a 2 stroke. Using my 600 cc engine as an exaple you may be able to squeeze 40more hp out but thats it. The problem is you cannot stuff anymore fuel or air inside. The 4 strokes can. You can change the cams heads, turbos, superchargers etc. For very little money you can make a 600cc make 200hp.
So the answer is it depends. In our hobby a 2 stroke will make lots of power cheaply. Iv hovered many smaller planes and ones with heaver saitos were nicer than ones with 2 strokes. The low end grunt is there. However, if someone would make a proper 50cc 4 stroke engine you could get 10-15 hp out of it. So if it weight as much as a 100cc it still would have 150 sized power. but the tech to develop this is not cheap.
I still love 2 stroke sleds tho. There is nothing like a big 2 stroke on pipes whining in the cold.
