The "english" guy that you are speak of was Paul ... he's a tool and die maker now. Man - those were the days. Monthly races attracted 50 + over two days. 2-Wheel Drive on Saturday, 4-wheel drive on Sundays. I used to race - and still have my Mid Optima SP as well as my Orange Crush Fox.
If the support is there I am pretty sure that an indoor offroad track would open, however, the attendence will just not support a track. Look at all the failures over the past few years. Shame really. Although I race indoor carpet and the ocassional stint outdoors now at FastCats, Off Road just seems to be so much more fun. Something about watching the car jump and throw-up a mean rooster-tail makes off-road so addicting.
