The control horn is almost in the center of the elevator, so the loads should be evenly distributed. But I will look at doing something.
I might be able to skin the inside with some Carbon fiber tissue with a strip of carbon fiber. There isn't much space to add a layer of balsa.
It may not need to be re-inforced on your 35% but it did flex quite a bit on my Slick 540 when twisted. The balsa would need to lay flat on the foam and fit snug againts the servo extension arm and to the top and bottom of of elevator sheeting. John Durant suggested this method to me over the phone awhile back when i was installing my system. It made a big difference on mine.
