Well William. it is a little hard to see on the video.
Your low cell is 3.8?
What I would do is cycle the battery from full charge to storage charge using your charger a couple of times and see if you can recover the bad cell.
Also maybe try not using the balance function, but monitor the cell progress.
Some times you can recover some function but chances are the battery as a whole will not have full capacity again.
A quick search on youtube brought me to this video, he recommends a slow balance charge after discharging to 3.50 per cell.

tryed it didnt work on the discharge even thoght i tell it to stops the dis charge at 3.50v the first cell drops be low i need to fined way to just dis charge cell 2 and 3

have you tried a different charger in case that one is reading incorrectly ? You could check with a meter across those balance leads to be sure. You suggest you have several batteries with the same problem? That's unlikely - unless the charger has a unique error on its balance circuit.

, instead of discharging , change it to charge till you get to the same voltage as cell 2 and 3

I think ogopogo has it correct. If you are seeing the same low reading on one cell only over several batteries, especially if it is the same cell, I'd suspect the charger.

William said that he has other batteries that read correctly. I would assume the charger is ok if that is the case.

what i did was take a parkzone charger that only has the balance port and let them balance charge slow on it and there all fixed
