Scott, I'm no tuning "Master". But I believe you are on the right course. Outlet air is more important than many think. If a cowl develops a positive pressure situation your engine is operating outside of design.

Brent - I'm with Jack - a low end needle tuning issue for sure, absolutely, 100% guarantee. Try richening up that low a screwdriver blade width and let us know
