There used to be a small mom and pop co. that went to funflys and had all the RC screws youd ever want. Thought they where from near Lindsay or little Britain area of Ontario

Check out the yellow pages. You're near a large center. And we're a metric country. Here, I would get the automotive parts store to order them for me from the many metric distributors here and they will have them either in a few hours or the next day.

Try your local metric motorcycle dealer the usually have a selection of nuts/bolts and any good parts guy can find oem stuff by part number. They won't be the cheapest but good quality. Make sure it's shouldered bolt too.

Acklkands has an amazing amount of bolt sizes. You may find them there, some industrial applications use screws and bolts that size.Good luck and keep us posted on what you find.
