this isn't FPV related

and perhaps it is legal because it may be a licensed product meant for commercial news gathering.

And actually, there are FPV RC control systems on the market that put out about that much power (7W). http://www.tslrs.com/booster-8w-p-29 It's how the ultra long range FPVers fly over 100km distance from home and back. Frequency hopping tech used under HAM license. HAM license allows broadcasting at higher power levels on some frequencies - like up to 2000+ watts.

Power limits vary from country to country and between license classes within a country. For example, the peak envelope power limits for the highest available license classes in a few selected countries are: 2.25 kW in Canada,[39] 1.5 kW in the United States, 1.0 kW in Belgium, Switzerland and New Zealand, 750 W in Germany, 500 W in Italy, 400 W in Australia, India and the United Kingdom, and 150 W in Oman. Lower license classes usually have lower power limits; for example, the lowest license class in the UK ( Foundation licence ) has a limit of 10 W

7W is a bit much.

The Teradek Bolt is a latency-free wireless transmission system that sends 4:2:2, 1080p60 video at up to 300ft or 2000ft.

Maybe its the bandwidth of HD, but 2000ft is very limited, unless you are fling it from a quad. But 7W of output power near your GPS and RC RX is going to be a problem.
