just got a evo wut should i do to it first ??? it has a fiber disc and what pipe should i get 4 it ?

Most after market pipes would be better then stock. THS pipe would be a good choice also i would change the front driveshafts to universals. that would be a good starting point.

piston and sleeve for sure maby more ! if u spinn the flyweel backwards should it go up and down

Is it a Pull Start or Start Box?? if it's a pull start and you can spin the fly wheel both ways then it may be a broken one way bearing.

No more compression??? Why don't you take the engine apart and measure the outside diameter of the sleeve. PM me and let me know as I'll check my sleeve resizers as maybe I may be able to help you resize the 18SS sleeve abit so you can get back some compression again.
