As Jim says none of us can see what the problem is so some of the suggestions may be a bit off. Are you sure the plastic ring is not a buildup of hardened gunk that needs to be scraped out?

When the drive washer on my engine won't go back in place I usually force it back into place by putting a prop on the shaft and tightening it up. Works every time.

Dan,
Its allways a good idea NOT to force it, as the tapered collet is a system dependant upon a good fit (no burrs, dirt, etc) to hold properly, much like a morse taper on a machine spindle (lathe, drillpress, etc).

If there is anything stopping it from going on smoothly it should be cleaned off and any burrs filed or taken down with emerypaper.

I agree with Andrew again. I think the problem here is that no one has experience with this engine OS 46SF, The black part is not a gumup, its the collet and is not tapered, just a flat spot like the ones you get with the Dubro spinners. However, there maybe a bur or something that is stopping it from slipping over the crankshaft. I'll try freezing the crank and heat the drive washer to get a bit of play in them. I will also post a picture of the washer and engine, so that it makes sense to everyone.

Please excuse the quality, but here is a pic of the engine and the drive washer in question. And as you can see, the bearings and piston have been replaced, just the drive washer needs to go back on.

Finally got the washer on. The collet was not plastic as I thought, it was metal. Took it out of the Drive wahser, then pushed it onto the crankshaft and then put the drive washer on it and tightened the prop nut. Ran the engine and tuned it, runs great.
