He was doing a high pass as in altitude. I would guess that the throttle was about half Do not read in something that was not there. I went to an automotive supply store called Parts Source and picked up a small roll of double sided tap, about 1mm thick closed cell foam with with all weather stickum on both sides. When you deploy the flaps two things happen. One it moves the center of pressure back causing a nose down effect. I causes the airflow to change direction and flow down on top of the stab causing a nose up effect. This is why the change in airspeed has a large effect on the trim. The design of the flaps and the configuration of the aircraft has a varied effect as the speed changes.

It has been a long time but the CF100 had a three section flap, one on each wing and a center section flap. It had three selections 15, 25, and 45 deg. There was a two cams and a couple of micro switches on the inboard end of the R/H flap. There was no connection between the flaps. the outboard flaps were connected in parallel hydraulically. In the 15 and 25 deg position the center flap did not move. In the 45 deg. selection the center flap came down 25 deg. Under the center flap was a spring loaded battery tray, when down provided access to the interior of aft section. This is where most of the tube type electronic equipment was mounted.
