what is the voltage for the packs

A123 1100 ma cells are 3.3 volts each nominal and 3.65 each fully charged.

Only 2 needed for an 1100 ma flight pack
2s2p = 2200 ma

That depends on what receiver you are using.

My Multiplex PCM receivers would be toast with those cells and no regulator.

Most other receivers should be OK but it is always a good idea to check the manufacturers specs if you choose not to use a regulator.

how do you test these batteries to see if they are good?

Charge them fully and then discharge them and see how many milliamps they have.

Do they have JR balancing leads for those who use FMA direct charger?

Sorry know ballancing leads but I find they don't need it I have cycled them multiple times and checked them and they stay ballanced buy the way I ballanc.e them before assembly
