I'm not sure what is interesting about this. It is currently illegal to fly unmanned aircraft for commercial purposes in the USA and Canada without a special flight operations certificate.

If they had an SFOC they would not have any trouble.

....and that's pretty much "it" in a nutshell.

I can understand how people who take the time and trouble to apply for an SFOC in order to run their commercial business would take offence to fly-by-night operators that try to run their AP business under the radar.

Whether it's piloted or UAV, you need a certificate, for which you apply and pay fees, to use your aircraft for commercial purposes, photographic or otherwise. End of story.
