LiPo's and ballancer question

I am wondering HOW a ballancer works. I cant figure it out (if I cant figure something out it bothers me )

Does a ballancer just tell you weather your cells are "ballanced" - all have very close to the same capacity or voltage?

Or does a ballancer act like a charger - just for each cell individually?

Is it something I would use in addition to a charger?

How does it "ballance" a pack, or does it? If it doesnt ballance the pack then once you know it isnt ballanced with a ballancer how would you ballance it?

Or did I just loose all of you guys?

It uses resistors to "level" out the cells in the pack to a "matched" setting. Some do it while charging, some do it at a set level, normally at a "full" pack.

To expand on what Ron has said, it is the cells (or groups of parallel cells) that have a higher voltage relative to others that are 'bled' down to match (or very nearly match) the voltage of the lowest cell (or parallel cell group). The energy isn't saved - it is wasted as heat in the balancer.
