I'm not sure, but don't they just artificially slow the connection, just so they can charge more for the high speed?

I mean, once they've got the infrastructure it does't cost anymore for the high speed, does it?

The infrastructure has been there for years, yet they don't want to provide good connections

The download is not the issue these days it's the upload.
