A air bleed is just that , it in no way controls fuel . just adds air to the high speed needle setting up to 1/2 throttle . a controlled air leak . the problem is you can remove air but you cant add fuel at idle unless you open the high speed and then the high speed is messed up . funny I still have the os carb if anyone wants it . you could put it on your saito if you want it to run worse LOL . if you find a saito carb make sure you get the choke plate because I seem to remember the os choke not working on the saito carb?? cheers Roger

Bill I would think it's more likely the air bleed hole was plugged. it's just a tiny hole and they would get gummed up from the fuel in short order.

I've never had the choke plate, Even on the os carb. Only on my gassers.

None of my Saitos need a choke, and they stopped supplying them with their engines a while ago. Simply open the throttle a bit and they should start fine.

well it was 25 years ago I was running my 61 fs, back then os had a little flapper for a choke and saito had a slide plate.. with no choke I found the best way to choke was put your finger over the muffler open the throttle and flip, once fuel runs from the exhaust flip it a couple more time with your finger off then close the throttle add glow ,all it should need is a little bounce backwards against compression ,will start first flip every time if cold . best to let 4 cycles get cold before a restart as a hot start on a 4 cycle is a real hassle .

they may have stopped making them but believe it or not I just found both choke systems in the basement LOL . the os flapper and the saito slide system if anyone is looking for one.
