You can cycle it either in the car or on a charger, doesn't matter which.
Question for you. When you charge the problem pack is it warm when the charger shuts off? If it is not warm start the charger again as the battery may have false peaked. Once a "cranky" pack gets a couple of full cycles they will be back up to their potential.

I just found it faster and more fun to run the packs through my car... And not sure why but it seemed when i ran the packs through the car the packs where cooler when they where completely discharged so i was able to start charging sooner, where discharging on the charger the packs seemed to come off really hot.
