(a) over a built-up area or over an open-air assembly of persons unless the aircraft is operated at an altitude from which, in the event of an emergency necessitating an immediate landing, it would be possible to land the aircraft without creating a hazard to persons or property on the surface, and, in any case, at an altitude that is not lower than

(i) for aeroplanes, 1,000 feet above the highest obstacle located within a horizontal distance of 2,000 feet from the aeroplane,

(ii) for balloons, 500 feet above the highest obstacle located within a horizontal distance of 500 feet from the balloon, or

(iii) for an aircraft other than an aeroplane or a balloon, 1,000 feet above the highest obstacle located within a horizontal distance of 500 feet from the aircraft; and

(b) in circumstances other than those referred to in paragraph (a), at a distance less than 500 feet from any person, vessel, vehicle or structure. "
Old Prairie is correct. Read paragraph (b) in the section of the CARS you quoted, and you will see the answer. Its pretty simple, part (a) and its subpoints (i), (ii), and (iii) pertain simply to flight over a built up area. the part (b) quite simply says "anywhere else, just maintain 500 foot seperation"....not vertical....just 500 feet.

The low altitude permission part starts with the statement:

A person may operate an aircraft at altitudes and distances less than those specified in subsection 602.14(2)
In simple terms, over a built up area you can do what you need if you are engaged in those types of work. Not a built up area, you can be closer than the 500ft separation while engaged in those types of work also.

So, the simple fact is, out in the country where most of us fly we are not in a 'built up area', so yes there is a possibility of full size aircraft flying by at less than 500ft.

During my PPL training in the early 2000s my instructor regularly took us below 500' over farm fields when practicing forced landings. Somebody called the police one time because we went so low they thought we had crashed.

The rules should be set for the most common situation. In exceptional circumstances the basic rule (which we had before) should be that we don't create a hazard to aviation.

Yes and perhaps quite safe in your neck of the woods. In our area it would not interfere with most aircraft because they would not last long flying under 500 ft AGL.
The last Cub flight I had in Sask. where the pilot was skimming the fence posts was my LAST flight in a Cub.
