Same thing happened to me...i bought an e-flite apprentice and the motor was horizon sent me another one...then got ups fees of 36.00....i told them to shove it and i didn't accept the package...i then contacted Horizon and told them about it...they sent me a motor through taxes no duties no broker's fee...

I also ran into this.

The problem with Horizon is the “Canada shipping policy”.

Scroll down and you find:

“Shipping to Canada
Standard shipping in Canada is ground delivery via UPS. All orders to Canada may incur local taxes, customs duties and/or additional charges such as brokerage fees. These charges are the sole responsibility of the buyer. If at any time Horizon Hobby is billed for these charges, Horizon will in return bill the buyer in the same manner the original order was billed.

Horizon Hobby has no prior knowledge of how much the charges will be or when these charges will be applied.

Refused or returned shipments in which Horizon Hobby incurs additional shipping fees will be assessed on the return credit.

Canadian orders under $50 will be shipped via Post Office unless otherwise requested. All orders over $50 must be shipped via Ground delivery.”
So, I wrote to Horizon.

Why do all Canadian orders over $50.00 require HH to ship via UPS?

I have placed orders with other online vendors upwards of $800.00 via
USPS without incident.

When using USPS it is accepted that it can take over 18 consecutive days
to arrive or more. However since USPS hands off to Canada Post, it is
handled by a Government regulated agency and at most, the Canadian
Shoppers pay only a $5.00 fee + taxes once cleared by customs.

By using UPS you effectively hand off the order to a private company
that implement outrageous Brokerage fees.

I once placed an order with you that was over 100.00, it was shipped via
UPS and in addition to the taxes I had to pay over 45.00 in fees. The
Canada Post fee would have been only $5.00.

I would like to purchase from you directly, as I am sure many Canadians
would if it was not for the extra costs.

They replied:

Thank you for addressing your concerns with us. Unfortunately,
corporately, we are not comfortable taking a risk higher than $50 for
mail service. What we can do is give you info on hobby shops that carry
our products (doesn't have to be local if they sell on the internet) and
you can check with them to see if they ship mail for higher dollar value
orders. Or you could mail order through other Canadian shops and avoid
brokerage that way as well.
Sorry we don't have a better solution.

And I replied:

However, there is the option to add insurance with USPS for the package based on the value of the package. And this insurance could be part of the buyer’s option on check out. When placing an order with other vendors, I always take the extra insurance and pay for it as do thousands of their other customers.

Effectively, there is no risk to Horizon Hobbies in any way. I am puzzled that a corporation as large as H.H. would not be aware of this additional service.

USPS is a government regulated agency, which hands off the parcel to another regulated agency, Canada Post. A process that is both favored and more affordable to the consumer, thus would increase sales from your warehouses.

It remains unclear as to why your policy mandates that you would offer post service only up to 50.00, and then use a private company for larger orders.

Never got a response.

Well, untill now, I just exchanged emails with UPS, with their stupid responses.They even pretended not charging taxes, which are clearly printed on their invoice I can't even believe this.What croocks!!!
I'll still keep going.
