To help promote RC helicopters, anyone can come to my area to fly my electric or glow powered helicopter. I have no problem letting any beginner take a lesson or two on my helicopters. Why? Safety in numbers. I also do the same with fixed wing aircraft.
I teach electric heli flying indoors, so it's an all weather activity.
Hobby shop owners can send their newbie customers for heli instruction or just to let them have the experience.
