In your video it looks like there is one heck of a gap inbetween the hall sensor and the magnets on the crank end. I'd suspect that. Try unbolting it and hold it closer to the magnets to see if thats your problem. Let us know how your making out.

The good news is you can buy an omnipolar sensor to replace your current sensor if the magnet is in backwards, but then the engine is new and under warranty, why not ask for a working engine?

edit: hall effect sensors can be harvested from scrap computers, there is one in each brushless DC fan
