Battery Assembly

I am looking to buy an inexpensive tab welder to construct NiMH battery packs. I have seen several DIY options on the net but would prefer to buy a commercial model. The battery packs are for phones in the mining industry but I thought an RC forum would be the place to ask.

how big of battery packs and configuation do you need. May prove to be easier and cheaper to just source the packs pre made

The battery pack consists of three NiMH 2100mAh batteries. We were sourcing them out of China but the leadtime is now more than 22 weeks and the minimum buy has doubled to 3000. We make about 100 units a month so stocking a two year supply doesn't make sense.

The assembly is governed by MSHA so the specifics of the assembly need to be maintained. I have attached an image; if you know of a local assembly source I would appreciate the info.
