Zenoah G26 Surging

I have a 5 yr old Zenoah G26 that since new has had an annoying surging right around the throttle setting I use for low cruise and landing approaches. This is in a H9 SuperCub so low cruise isn't a whole lot above a fast idle. Idle and full throttle run beautiful.
I have tried all sorts of different needle combinations but just can't get rid of this surge.
Throttle linkage is tight. Any ideas?

Have you vented the carb? Sometimes the shape of the cowl combined with a certain airspeed or attitude will result in pressure differences inside the cowling that mess with the s diaphragm. Because of this I vent all of my gas engines. There are many threads on how to do this but the basic idea is to solder a small nipple to the diaphragm cover plate and then run a length of tubing from the nipple on the carb back into the fuselage (into an area where the air pressure will remain relatively constant).
