I used to buy this stuff at the auto boby supply. It was called KITTY HAIR. It was available in long and short hair. It is already in resin (like body filler) just add hardner and apply.I'm sure that this is still out there; possibly by other names.

I'm a bit confused as to what "milled fiberglass" is but based on the recommendations & how many gallons of resin I've used over the years restoring Corvettes It sounds like the you're trying to make your own "Kitty Hair" type of filler. If that's the case buy some fiberglass matting, which is readily available at auto body supply stores, Canadian Tire, & marine stores & mix it what ever you want from epoxy to body filler AFTER cutting it up as desired. Really short strands will come from narrowly cutting the matting into strips, & the wider the cuts the longer the strands. This link shows what matting looks like vs woven cloth & how I used it for an entirely different purpose but it's been used to make "Kitty Hair" long before someone decided to market it that way.
