Air bleed carbs are more critical of fuel level/tank height. Sometimes lowering the tank 1/2" can make all the difference.
Lead, follow or get out of the way!

This engine should idle and transition as designed. ensure the air bleed screw is covering the hole 1/2 way. Set the idle stop screw until the throttle barrel has a 3/32 gap (yes 3/32 gap) when closed. Start the engine with a good plug and let it warm up. Then close the throttle and start screwing out the idle stop in small increments. Open the throttle up to check throttle transition periodically. Stop opening the idle stop when you get good transition. This engine is not fitted as fine as an OS of the same generation, it will take some fuel to get the piston and liner seated well enough for a good idle. You may find when you get a good idle, the throttle barrel may have a 1/16th gap or more. Whatever gets you a good idle, go with it. If the barrel is opened more, check for air leaks causing a lean condition.
