Balancing controls

Buillding a 1/4 scale stick and ply high wing floater. Doing my best to be authentic with slotted ailerons and recessed hinges on the others.I know that the full scale plane has balance weights on the controls.Does anyone have problems with flutter on slower RC planes?

You should not have flutter on a slow RC plane unless you go into a steep dive.....then everything is coming apart. If the aileron does stick out all the way to the end of the wing it is a cause to have flutter at a high speed. Another reason, is about reducing/eliminating the gap between the aileron leading edge and the the wing; but
you have already covered that. In your design if the aileron goes to the end of the wing? Cut the aileron short (1 0r 2 inches for a 60 size model) and glue in the gap.
