It may be taking into account the inrush (locked rotor) current which can be as high as 4-5X the steady state current of the motor. Yes, it's very brief, but it exists.

Whenever possible it is always good to post a link to the specific motors you are asking about so we don't go post after post discussing what we think you might mean instead of what you have.

Just a suggestion.
