Passport or not.

One thing is what the law or regulations say and another is the judgement of the Immigration Officer at the border and what he thinks about you and how to apply his judgement. Same for Canadian Immigration letting people in Canada.
The ultimate ID is a passport.

announced today that U.S.Customs and Immigration will accept 2 pieces of I.D., one being a Birth Certificate and expect delays up tp half an hour at the bridge and thorough search before crossing for natural born Canadian citizens.
