Are you looking at the current policy? I see no additional coverage clause for the landowner beyond the basic aggregate limit. The 5 million aggregate limit in the policy applies, as I said, to "all owners of property used by the Model Aeronautics Association of Canada and/or its members..." without any further condition (other than adhereance to MAAC regulations and the law).
I think it can be assumed that one must obtain permission to use a field where there is an owner, but unless MAAC has a regulation somewhere that indicates you must register the field and/or obtain event sanctions, then neither of these things is a condition of insurance coverage.
I have found no examples of these in MAAC's regulations, and in a phone call to Head Office last week, the office staff infomed me that there is no additional insurance coverage that results from obtaining competition or event sanctions. This is consistent with what is laid out in the policy.
The function of sanctions appears to be solely to ensure one's event appears on the event list, and to make official the results of any competition.
