Can get a complete kit off ebay for $170 or so 4S ready. I bought a couple of those for backup, but my main miniquad has Cobra motors and Rotorgeesk ESC. The frame is very good, and many companies use this same frame in their RTF kits

Get the DAL 5x4.5 bullnose props from Surveilzone, I recmmend. Similar to the HQ bullnose, but tougher

wow they get cheaper every month! this one is only $112Cdn, with the 2204 size motors by Emax. Decent frame too. I would buy some spare motors and ESC. I did have a bad Emax ESC recently. But I have also killed 3 Cobra motors (not defective I just crashed hard a few times). Not a bad idea to buy a spare frame too, for like $30 or less. I have broken 3 arms in crashes so far, even though something breaks only once every 20 crashes

the new DAL bullnose 5x54 props

you will often need regulators too, for FPV and for a BEC:
