Typically, to gain torque at the cost of top end speed, one wants to increase the prop diameter while decreasing the pitch. I'd go up as to as large a diameter as a 12x4.
A larger diameter will also lower the top end revolutions of the engines, thereby reducing the harshness of the noise.
