I think on the homelites "weedies" Wild Bill is right, these are simple vents. I have converted a 35cc homelite xl1 saw motor and this had a vent higher up that was spring loaded and opened at idle just like Andrew mentioned. I pluged this one also with no problems.
The ryobi's use a slot in the top of the transfer port - they call it EZstart. It is better to find a cylinder without these as they make a little more power.
I have attached a picture of the 35 cc in which you can see the port at the rear corner of the cylinder.
