Anywhere you may interfere with first responders."

Has the regulation not changed that you need to be a minimum of 9KM from a built up area ( hamlet, town, city) as well?

For recreational flying, that is a guideline, not a law.

If it is so windy that you need RTL then you sholdn't be flying. If you are flying safely a buzzer is all you need to find a downed quad.

There are plenty of RTF smaller quads like the ImmersionRC Vortex for example.

This guy is out of Toronto and sells a few different RTF quads.
Why not fly and take vid? Like flying a quad at full speeds through gaps in trees? doing nice smooth acro moves and making the video flow?
