The soviet craft is called an Ekranoplane. Perhaps it hasnt been perfected yet, but the thing is that there are no potential buyers for such craft. Of course during the Soviet era this craft worried the heck out of NATO because the thing could carry troops and supplies across large bodies of water at 400 knots without being detected by either radar or sonar.

Nowadays, people can buy 2-4 seat kit ekranoplanes, but they arent that popular. You get the advantages of high top speed and apparent safety of being low to the ground. But for some odd reason, it just doesnt seem to take.

EDIT: I found a page while googling with a couple videos of these things flying, for those interested.
The page is in "not-english" though.
Pilot: Test Flight Ok, but Autoland is very rough.
AME: Autoland not installed on this aircraft.

Ugly 1

That Ugly 1 is a WIG vehicle. WIG being : Wing In Ground effect.

The Russians started it and the English , USA and Australians hot into the subject as well now.

Some reports have them going supersonic.

I remember seeing a site that sold kits (one seaters) that I think were the same WIG concept. I forget where I saw it now, but they had videos and everything. Might have even got the link from a thread on here, I cant remember. If anyone knows what Im talking about and has the link, please post it.

Ground Effects

That Russian beast is an extension of the Lippisch experiments from the 30s, I think. I have an article somewhere showing the Lippisch machine on Lake Geneva; eventually it got out of ground effect (water effect?) and flew quite well. I picked up on this at one point, and designed one using a long-shaft outboard to keep it in ground effect: once it lifted off too far and became an aircraft, it would automatically pull the prop out of the water. Never did get it built; lack of an outboard being the main reason...

The design certainly is a very efficient use of power, though; once airborne, drag is minimal.
