Well, that's a fairly tall order. Before you start trying to build an R/C car from scratch perhaps you should do a bit of research on your own first, just to get a sense of what is involved.

In the meantime though, you'll need the following:

-2-channel surface transmitter and receiver.
-servo for steering, probably a sub-micro.
-ESC (Electronic Speed Control), likely one of the micros that are available for 1/18-scale cars and trucks. You could possibly make a mechanical one with a small servo, a wiper arm, and a series of resistors, but spending the $$ on an ESC would be significantly more convenient.
-motor, and at the very least some gears, if not a full differential.
-rear axle (see above) and front steering axles... look at 1/12-scale chassis designs for ideas - older/cheaper models will be easier to replicate/scratchbuild at your chosen size.
-chassis plate - fibreglass sheet, thin rigid plywood, whatever turns your crank.
-batteries, and a way to charge them.
-wheels and tires - must not forget wheels and tires
-a body - you could scratchbuild this as well, using Lego, paper, styrene, wood, what-have-you. It's all about aesthetics.

All told, you've set yourself quite a task and are asking a lot, seemingly without doing any research of your own - I highly recommend looking around, as you will undoubtedly find it highly rewarding.

Alternatively, it is possible to just walk into a ToysRUs and pick up a 1:43 scale R/C car for about CDN$30 -- it'd save you lots of work, and it might even give you inspiration and fodder for your own designs.

All in all, I wish you luck and fun in your building; be sure to show us the finished work when it's complete!
